Characterization wise, I think you're nearly golden. You are able to balance his caring side with that 'mission first, feelings later' state that he gets from being a top government agent. My one thing I'd say is he seems a little too serious sometimes, but honestly, that could be because he's got PG history that helps build his character more.
Past game history can add another layer to a character and I think that's what's happening here, at least from Claire's point of view. Of course, a way to explain that in canon sense, is that he did seem a lot more serious in Degeneration. In Resident Evil 6 he gets a little bit of his humor back, he's back with his witty puns like in Resident Evil 4. He's still goal oriented, but we see a little bit of that rookie cop that we all fell in love with.
TL;DR, I'm missing a bit more of his humor, but otherwise you're doing a fantastic job. I literally bounce when you reply. I wish we were on at better times together so we could get a lot of tagging done at once. I think it'd maybe help Claire get past that seriousness too.
